Montenegro to Introduce Visas for Russian Citizens From November 1

Starting November 1, 2026, Russian citizens will need a visa to enter Montenegro. Until October 31 inclusive, the current visa-free arrangement still applies, allowing Russians to enter the country and stay for up to 30 days without a visa.

The move comes from Montenegro's government as part of an effort to bring the country's visa policy in line with European Union requirements. Still an EU candidate country, Montenegro is gradually aligning its entry rules with European standards. The change isn't limited to Russian nationals: similar visa requirements are being introduced for citizens of Belarus, China, Turkey, and Saudi Arabia — countries whose visa regimes diverged from the EU's.

The new rules go beyond tourists. Russians visiting relatives, owning property in Montenegro, or regularly spending time there will also need to apply for a visa in advance.

The visa in question is a category C visa, which permits a stay of up to 90 days. The consular fee is €35 for adults and €17.50 for children under 14, plus a separate service fee charged by the visa center. Processing an application takes at least two to three weeks.

What changes for those already living in Montenegro

Ending the visa-free regime will particularly affect Russians who have been living in the country long-term through visa runs. Under the current system, each exit and re-entry starts a fresh 30-day visa-free period — a loophole that will stop working from November 1.

Once the visa requirement takes effect, staying in the country continuously will require a different legal basis. A short-term visa allows travel to Montenegro but does not substitute for a long-term visa or a residence permit.

What hasn't been clarified yet

It hasn't been officially confirmed whether the exceptions currently granted to holders of Schengen visas and residence permits from third countries will remain in place after November 1. These exceptions apply now, but there's no confirmation yet that they will extend to Russian citizens under the new rules.
